The individual selected for this position will serve asa System Engineer to help define the Sponsors IT system performance analysis, requirements engineering/management, testing and evaluation, and other necessary disciplines for successful system development, design, implementation, anddecommission. Theindividualwill provide analysis, design, development, and life-cyclesupport for innovative hardware systems and applications, and ensure all aspects of a project or system are properly evaluatedand integrated into the end capability.

Theindividualshall provide systems engineering analysis of the Sponsors IT systems. Expectationsinclude, but are not limited to, identifying duplicate capabilities, gaps, critical activities, candidates for scaling to enterprise-level, streamlining opportunities, efficiencies, and overall areas for improvement. Theindividualshall identify issues affecting end-to-end performance of enterprise-level IT systems, provide engineering support to system-testing and modeling efforts, andassistin the development and implementation of strategicsolutions. Support shall include analysis and determination of risk probability and enterprise impact, prioritization of perceived risks, and support in establishing risk monitoringand management strategies. Theindividualshall evaluate and recommend improvements for interoperability within ICsystems andshall support collaboration with IC partners.

Responsibilities of this position include:

  • Work with business and technical partners to deliver robust systems that meet stakeholder needs.

  • Deliver creative and innovative solutions to emerging requirements.

  • Monitor and manage all installed systems andinfrastructure.

  • Deliver systems in alignment with applicable data, architecture, and engineering policies, standards, and practices.

  • Review and assess impact of proposed changes to currentsystems.

  • Provide technical and programmatic support for the Informational Security Continuous Monitoring (ISCM) capability.

  • Establish, configure, test, and maintain operating systems, application software and system management tools.

  • Evaluate the existing systems and provide the technical direction to the IT support staff.

  • Plan and implement systems automation as required for better efficiency.

  • Oversee the development of customized software and hardware requirements.

  • Maintain and supervise inventory.

  • Timely reporting on the log sheet for rapid response to any glitches.


Required Skills and Demonstrated Experience

  • Bachelors degree in Computer Science, Information Systems,softwareengineering,or related degree program orwork-relatedexperience (5 years) that has provided equivalent knowledge.

  • 16years' experience, withfivein the Intelligence Community.

  • Experience with Service-Oriented Architecture (SOA) technologies.

  • Demonstrated knowledge and expertise in software development practices.

  • Experience with successful full life-cycle software development projects.

  • Ability to translate stakeholder needs/requirements into software solutions that involve multiple interfaces and supporting data repositories.

  • Experience with the Sponsors Assessment and Authorization (A&A) processes and technical requirements.

  • Demonstrated customer service skills, teaming skills, and the ability to collaborate within cross-functional team.

  • Demonstrated ability to adjust to changing priorities.

  • Desire to learn new hardware/software systems and technologies that are consistent with duties.

  • Willingness to participate in training and project management functions as needed.

  • Ability to explain technical issues clearly and accurately to both technical and non-technical audiences.

  • Knowledge of CWE (Windows XP), Linux, and Solaris (CPE) operating environments.

  • Experience building highly available, highly scalable systems and capabilities.

  • Familiar with HTML/XHTML and XML.

  • Familiar with Java/JEE APIs (such as JMS) and JavaScript.

  • Experience with virtualization viz, VMWare, Virtual Box.

  • Familiarity withopen sourceproducts and tools such as Eclipse, Ant, Junit, Apache, Tomcat, and MySQL.

  • Familiarity with object-oriented design principles and UML modeling techniques.

  • Good cloud experience especially in AWS (Amazon Web Service).

Desired qualifications

  • Masters degree inComputer Science, Information Systems, software engineering, or related degree programpreferred.

  • 12 years Intelligence Community experience.
