Plans, develops and executes a comprehensive employee assistance and counseling program for the City and County; and performs other related duties as required.



This vacancy is with the Honolulu Emergency Services Department, Health Services Branch. Position duties include (but are not limited to): Plans, develops and executes a City-wide program of employee assistance and personnel counseling and/or personal referral services; directs and conducts an Employee Assistance Program (EAP); provides employee counseling, assistance and/or referral services on such matters as: 1) job-related problems affecting an employee's conduct, behavior, work performance, or work attendance, 2) alcoholism, controlled substance or drug misuse or dependency, 3) family problems, 4) psychological problems, 5) financial or money budgeting problems, 6) marital difficulties, 7) other problems which may affect an employee's conduct, behavior, work performance, or work attendance; plans, develops and organizes policies, standards and guidelines concerning the evaluation, counseling and referral of employees and their families; maintains client records within the guidelines established by the Employee Assistance Program Association; prepares regular and special reports, statistics; sees to the maintenance, security and confidentiality of EAP program files and records; promotes the EAP by maintaining close working relationships with other operating segments of the City and community-at-large; discusses or makes presentations on the various aspects of the program to agencies, community groups or other interested parties; coordinates services with contracted EAP programs; coordinates Employee Wellness Programs; develops curriculum and conducts classes based on health promotion, respectful workplace and other special requests; and performs other related duties as required.

Minimum Qualification Requirements: EDUCATION REQUIREMENT:

Substantially equivalent to graduation from an accredited four-year college or university with a bachelor's degree in psychology, sociology, social work, education or a related field.

Work experience may be substituted for the bachelor's degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor's degree.



EXPERIENCE REQUIREMENT:

Five years of progressively responsible professional experience in social work, marriage and family therapy, or other related behavioral health counseling which shall have demonstrated supervisory or administrative aptitude.



Such experience must have demonstrated knowledge of: the principles, methods and techniques of counseling and rehabilitation; uses of various tests and measurements in rehabilitative counseling; governmental and community resources available to help individuals and/or families; principles and practices of administration; public relations; Federal and local legislation, rules and regulations pertaining to vocational or personal counseling.



Preferred Experience:

Employee Assistance Program Counselor, Social Worker, Professional Counselor, Nurse with a Counseling Specialty



Preferred Certifications/Licenses:

Employee Assistance Program Counselor Certification; or a license/certification in a related field, such as Social Worker License, Professional Counselor License, Registered Nurse (RN) with Counseling or Psychiatric Certification

Substitution: A Master's degree in Social Work, Mental Health Counseling, Family and Child Therapy, Clinical Psychology or Public Health from an accredited college or university may be substituted for up to one year of the required work experience in social work, marriage and family therapy, or other related behavioral health counseling. There is no substitution for the supervisory or administrative aptitude experience. You must submit evidence of your Master's degree in order to receive credit for the substitution. NONQUALIFYING EXPERIENCE:

Having the required number of years of experience will not in itself be accepted as qualifying for the position. Your overall experience must have been of such scope, level and responsibility as to conclusively demonstrate the ability to perform the duties of the position.



License Requirement:

Valid appropriate driver's license (automobile/Type 3), prior to appointment.
