Recruitment Number 21-173TY, Arbitration Administrator, SR-26, Honolulu, O`ahu.


Summary of Duties


Plans, directs, controls and coordinates the activities of the Court Annexed Arbitration Program (CAAP). Provides technical arbitration information to the Judicial Arbitration Commission and Arbitration Judge. Participates in the development of court rules; reviews and evaluates the implementation of new procedures and methods; submits reports; and performs other related duties as assigned.


Minimum Qualification Requirements


Education Requirement: Graduation from an accredited four (4) year college or university with a Bachelor's degree.


Specialized Experience: Except for the listed substitutions, applicants must have had four (4) years of professional work experience in one or a combination of the kind and quality described below:


A. Professional work experience serving as an arbitrator or mediator on a regular and ongoing basis.


B. Professional work experience which demonstrates knowledge of procedures and requirements pertinent to conducting hearings of contested cases. Such experience may have been obtained through work which involved either:


1) conducting hearings of contested cases, which involved receiving evidence, applying applicable law, and rendering a decision based on findings of fact, conclusions of law; or


2) administering hearings processes such as the administrator of a government regulatory board or commission.


C. Professional work experience in the review, evaluation and disposition of personal injury claims. This experience must have demonstrated knowledge and an understanding of court rules and procedures governing tort cases in the State of Hawaii's court annexed arbitration program.


D. Professional work experience in an alternative dispute resolution (ADR) program. This experience must have demonstrated knowledge and an understanding of the various procedures and activities of a court of law and a court-based ADR system.


E. Independently performing professional work involving written analysis, evaluation and recommendations for problem resolution in a court or legal setting, or those social work or administrative programs of the courts.


Supervisory Aptitude:


Applicants must possess supervisory aptitude. Supervisory aptitude is the demonstration of aptitude or potential for the performance of supervisory duties through successful completion of regular or special assignments which involve some supervisory responsibilities or aspects; by serving as a group or team leader, or in similar work which opportunities for demonstrating supervisory capabilities exist; by completion of training courses in supervision accompanied by application of supervisory skills in work assignments; or by favorable appraisals by a supervisor indicating the possession of supervisory potential.


Substitution of Education for Specialized Experience:


A juris doctorate degree from a school of law accredited by the American Bar Association or a master's degree in business, political science, or public administration from an accredited college or university may be substituted for one (1) year of the Specialized Experience described above.
